Teruel discute a situação da obra inacabada da rodoviária em Campo Grande

<P>O deputado estadual Pedro Teruel -PT, presidente da Comissão de Trabalho, Cidadania e Direitos Humanos da Assembléia Legislativa de Mato Grosso do Sul, utilizou a tribuna durante a sessão desta terça-feira (14/09) para discutir a situação da obra inacabada da rodoviária de Campo Grande. <P>Teruel explicou que há 11 anos a capital "tem assistido a implantação de um projeto cuja estrutura da obra ficou velha antes de ficar pronta". "Antes do início das obras nós fizemos protesto para que não fosse construída uma rodoviária naquele local. Foram detectados vários tipos de problemas, entre eles, um problema com o solo que era impróprio para uma construção de grande porte e que poderia causar um grave problema ambiental. Mesmo assim, o governo da época insistiu em começar a construção", disse o deputado. <P>O parlamentar informou que cerca de R$ 4,5 milhões foram gastos com o início das obras que estão abandonadas. Esse valor corrigido, corresponde hoje a um gasto superior a R$ 7 milhões. Durante o primeiro mandato do governador Zeca do PT, Pedro Teruel era secretário estadual de Infra-Estrutura e providenciou a retomada das obras. A empresa vencedora da licitação já havia reiniciado os trabalhos sem custo nenhum para o Estado. "Somente nesse momento que a prefeitura resolveu embargar a obra, exigindo o cumprimento da GDU (Guia de Diretrizes Urbanísticas) com exageradas despesas nas vias de acesso e no viaduto ferroviário. Por que o embargo das obras e as exigências da GDU não foram apresentadas em 1993, quando a obra foi iniciada e antes do tamanho desperdício do dinheiro público?", questionou o deputado. <P>"Se a retomada das obras no início do governo Zeca do PT não fosse embargada, a rodoviária estaria funcionando há três anos. Teríamos uma das melhores e mais modernas rodoviárias do país, representando uma obra de utilidade pública. Mas naquele espaço, Campo Grande ostenta um enorme elefante branco em ruínas, representando um desperdício do dinheiro público e um descaso com a população que ainda tem que utilizar um terminal desconfortável", destacou Teruel. <P>O próximo passo do parlamentar será promover uma ação popular com o objetivo de apurar as falhas do processo de construção, desde a escolha do local, passando pela licitação e analisando os gastos realizados. "É um processo que deve se tornar público para a sociedade saber se houve omissão do Poder Público. A partir das irregularidades detectadas será possível apurar responsabilidades.
